Do I have to strip the trailing = characters first?
No. Padded and unpadded input both decode, as long as the padding that is there is correct for the length. Misplaced or miscounted padding is reported rather than ignored.
Why was my input rejected for its length?
Base32 encodes five bits per character, so only some lengths can come from whole bytes. Lengths that leave one, three, or six characters over encode no Byte sequence and are reported instead of being padded for you.
What does "nonzero trailing bits" mean?
The last character of a valid encoding carries a few unused bits that must be zero. When they are not, the input was not produced by a conforming encoder, so the decoded bytes would be a guess.
