Do the bytes change between hex and binary?
No. Hex and binary never disagree about the bytes, only about how they are written — this Pair rewrites the same Byte sequence in the other Digit width.
Why does the digit count differ so much between the two?
Hex uses 16 symbols per digit and binary uses 2, so four binary digits collapse into one hex digit. A single byte is always 2 hex digits or 8 binary digits, whichever side you are writing.
When is this the Pair to use instead of a text conversion?
When the bytes are not text at all — a hash, a key, or arbitrary binary data. Unlike the text Pairs, this conversion never fails on invalid UTF-8, because it never has to be UTF-8.
