Does a leading 1 show up in the hex output?
Yes, as a leading 00 byte. One 1 stands for one zero byte, so "11" decodes to 0000.
Will this validate a Bitcoin address for me?
No. This is a raw Base58 decoder. It does not read a version byte or verify a Base58Check checksum, so a typo in an address decodes to different bytes rather than being reported.
Why decode to hex rather than to text?
Because hex can represent every byte. Decoding to text fails whenever the bytes are not valid UTF-8, which is the normal case for keys and hashes.
