Which alphabet is this?
The Bitcoin alphabet: 123456789ABCDEFGHJKLMNPQRSTUVWXYZabcdefghijkmnopqrstuvwxyz. It is case-sensitive and deliberately leaves out 0, O, I, and l so the result is hard to misread.
Is this Base58Check, and can I make an address with it?
No. This is raw Base58 with no version byte and no checksum, so the output is not an address and is not validated as one.
Why is there no padding option?
Base58 has no padding. Its length follows from the value of the bytes, which is also why encoding is a little slower than Base32 on long input.
