Why is the output uppercase, and does case matter?
RFC 4648 defines Base32 over the uppercase letters A-Z and the digits 2-7, so encoding always writes uppercase. Decoders here accept either case, but uppercase is what the standard specifies.
Should I turn the = padding on?
Only if the system reading the value demands it. Padding carries no data: it pads the output to a multiple of eight characters. Padding stays off by default because secrets and keys are usually copied unpadded.
Is this the same Base32 my authenticator app uses?
The alphabet is the same, but this Tool only encodes bytes. It does not generate OTP or TOTP codes, and it is not Base32hex or Crockford Base32.
